Taking the province of Balochistan as an example, this paper traces the causes of the transformation of statehood in Pakistan back to the 1970s and analyses its consequences for modern governance in the future. It argues that weak institutions amid rapid social change rather than “state failure” lie at the root of Pakistan’s predicament. As the case of Balochistan aptly demonstrates, the Pakistani state’s reaction to crisis has not been retreat, but reform and centralisation of rule. Since the governmentalities of rulers and ruled are incompatible, these policies have led to an escalation of crisis and conflict.
